Andy brings 20 years of experience working across the U.S. on complex community and development challenges. His expertise spans housing policies and programs, real estate development, public finance, market analysis, valuation, and economic development.

Housing at a Crossroads

FocusWorks helped NoCo Foundation with its recently-announced housing initiative that include two new housing funds: a Downpayment Assistance Fund and a revolving Development Loan Fund. On May 5, 2026, the foundation held a launch event to announce their funds and leadership in the Larimer and Weld County region. Central to this is the report: Housing at a Crossroads: Affordability, Access, and the Future of Northern Colorado. FocusWorks analyzed key housing trends that frame the region's key challenges, estimated the need for various housing types at all price points, and defined the cost of meeting those needs over the next decade.

Project Highlight
Tulsa, OK Citywide Housing Strategy. Led Tulsa's first comprehensive citywide housing assessment and resulting strategy, quantifying a 10-year need for 12,900 housing units and defining priorities for production, preservation, and reducing barriers to development. The plan supports the City's $75 million housing commitment and aligns public, private, and philanthropic partners around shared goals. (Served as Project Director and Chief Strategist for Development Strategies)

Project Highlights
2024 Airport Economic Development Strategy and Economic Impact Study (Erie, CO). Updated the Town of Erie's airport economic development strategy, testing demand across light industrial, aviation, retail, office, and multifamily uses on the roughly 1,342-acre study area. The resulting two-part strategy and fiscal impact assessment gives the Town a roadmap for activating existing airport property and pursuing longer-term expansion. (Served as Principal Economic Strategist for Development Strategies)
Fort Worth CLT 5-Year Investment Strategy. Led a five-year investment strategy for the Fort Worth Community Land Trust, grounded in housing data analysis, custom GIS opportunity mapping, and national best-practice research. The result is a focused roadmap of priority initiatives for deploying FWCLT's funds toward long-term self-sustainability and maximum impact. (Served as Project Director while at Development Strategies)
